The licensees were represented by Lesers.

Wilkinson and Grist, Solicitors, at this enquiry by the Treasurer. I attach a statement shering the value of the goodwill etc., as given by the licensees together with copy of a report by the Assessor and lar. Woodcock, dated the 27th. October, 1910, giving their valuation of the furniture and fittings of the houses.

Subsequently the Foard intimated in a letter,

copy enclosed, dated the 30th. December, 1910, that they were

prepared to renew the licences of 4 second and third rate hotels

in Victoria on certain conditions as to management; and that they

suggested that the compensation to be paid to licensees under

notice of non-renewal of their licences should be assessed in due

course at half the amounts claimed by them as value of goodwill

and furniture, instead of at one year's profit of their business.

To this letter the Government replied under date of the 26th. of

January, 1911, (copy enclosed) sugesting that the notices should

not be withdraw in the 4 cases referred to above, or that a

letter, copy enclosed, should be sent to these 4 licensees in-

-timating that there might be sufficient grounds for exempting

them from the notice of non-renewal dated 8th. October, 1910.

The Board adopted the second sugestion and

sent to the 4 licensees letters accordingly under date of the

27th. of February, 1911.

Subsequently Sir F. Lugard appointed a Committee to forulate for the consideration of the Government a

scheme for the creation of a Public House Trust having for one of its principal objects the policy of securing for the condamity the profits arising from the sale of alcoholic liquors to the Public. Copy of the Committee's report is attached.
